In the first setion of the paper we will discuss the relation between the peasantry and the state in Latin America, a relationship which has been complex and changing.

The general thesis of this article is that the U.S. attack on Afghanistan is an effort to reverse the relative decline of U.S. empire and to re-establish its domination in conflictual regions.
